Have the Defendants-Appellees self-abrogated their sovereign immunities by deliberately sabotaging Father’s continued attempts to appeal the rulings?
Can Congress avoid overriding a state’s immunity when presented with such Civil RICO claims that specifically imply deliberate violations of civil rights?
Did the District Court err in circumventing Father’s manifested intentions to augment his Civil RICO complaint with substantiated civil rights violations?
